Our client is an experienced midstream owner of a broad set of PHMSA regulated assets servicing the crude and petrochemical industry. Their services take advantage of the abundance of production and feedstock growth in the United States by providing the transportation logistics to meet the needs of multiple shippers across various integrated markets.
Their Challenge
Our client recognized a growing trend of non-compliance penalties and pipeline failures in the industry. Since safety and reputation are two of their core values, they decided to commission an independent, third party, cold eyes review of their integrated PHMSA compliance programs.
They chose Ascend to conduct a broad program compliance audit review due to our previous experience as PHMSA-regulated asset operators across various North America operating regions. Our team has more than 100 years of experience in operating and maintaining PHMSA regulated assets.
Our Solution
Ascend’s approach to the challenge was to develop a comprehensive top down review of the various PHMSA program compliance requirements. This strategy was developed through our relationships with PHMSA personal during our years of successful hands-on operations of various PHMSA regulated assets across North America.
Ascend first reviewed all relevant program documentation for compliance with the PHMSA standards and guidelines. All critical compliance records for the selected assets were reviewed for compliance against both specific company and PHMSA program standards and guidelines. Specific field location audits were conducted to assess program implementation and field personal awareness, training, and understanding. We developed comprehensive compliance mapping across the internal programs, PHMSA requirements, records, field assets, and key internal and external staff qualifications associated with the operated assets under review.
